The Territorial Advisory Board advises and assists the Western Territory to help fulfill its mission.
Along with providing guidance, the board partners with the Army to execute important objectives including community engagement and fundraising. It also supports the Army financially, with volunteer service and interagency relations.

Board Member Biographies

Dan Keim
Dan provides supply chain design expertise to The UPS Foundation and its humanitarian partners leveraging more than 35 years of UPS customer supply chain solutions experience.
Dan’s efforts include providing expertise on final mile delivery of life-sustaining cold-chain vaccines and medical products in Uganda, in collaboration with GAVI and The Global Fund. Engagements with CARE include being a member of the CARE Corporate Council, providing training at Regional Supply Chain workshops as well as global supply chain governance and strategy analysis. Dan is also engaged with the World Food Programme and the Logistics Emergency Team to strengthen Logistics Capacity Assessments to help enhance supply chain resilience. In addition, Dan serves as a Territorial Advisory Board member for The Salvation Army’s Western Territory in addition to being a member of the Africa Resource Centre’s Private Sector Advisory Board which aims to improve the availability of medicines and health products in Africa by building more efficient and effective supply chain systems.
Over his career at UPS, Dan has held various responsibilities in Airline Operations, Industrial Engineering, Enterprise Retail Sales, Healthcare Strategy, Supply Chain Transportation and most recently in Customer Solutions as Managing Director of Global Solutions, working with UPS’s largest customers to design, and implement sustainable global supply chain business models.

Caltha Seymour
Caltha Seymour is Director, Business Development & Strategic Planning, Mission Systems Division, Industrial Sector for Eaton, a power management company.
Named to this role in August 2022, Caltha has overall responsibility for strategic planning and business development of products in the Actuation & Environmental Systems, with significant focus in the areas of M&A activities, profit planning, external relationships, and portfolio management. She is currently based in Cleveland, OH.
Originally from Canada, Caltha is in her sixth year working for Eaton and is a 2018 graduate of Eaton’s Global Leadership Development Program. She’s held positions managing new product development, enterprise-wide global inclusion & diversity initiatives, and a role as a cross-functional project leader for Eaton’s $2.5B commercial vehicle product line. In addition, Caltha was the first National Channel Manager for the Industrial Controls Division where she was responsible for $262M of distribution channel partner sales, strategic marketing initiatives, and programs to cultivate sales growth and increase profitability.
Prior to joining Eaton, Caltha leveraged her leadership skills in operations and consulting positions for institutions of higher education and professional sports, including the National Football League & the United States Military Academy—West Point.
Caltha graduated from Tulane University with an MBA in International Business & Finance with experiences in Asia, Europe, and Latin America. She is a former elite Track & Field athlete, classically trained pianist, with French as a second language, and currently serves on the Athlife Foundation Board of Directors. Caltha is also an advisory board member for The Salvation Army Western Territory, The Influence Lab & The Command Presence Foundation.

Joey Zumaya
Joey Zumaya is a business and community leader with a passion to empower underserved communities. At LinkedIn, he leads social impact teams and initiatives that include non-profit engagement, community development, and diversity inclusion and belonging (DIBs).
Joey is a thought leader who sits on several boards, most notably the National Board of The Salvation Army which serves millions of people a year in the United States. His online courses have been viewed by over half a million professionals around the world.
Over the course of his career, Joey has received various awards for his business accomplishments and philanthropic impact.
Joey was born and raised in Santa Barbara, CA, and is a descendant of Jose Francisco Ortega, a Spanish “comandante” who was instrumental in establishing the historical network of missions in California.
Joey is also a founding partner of The Zumaya Group, a “for good” consulting firm advising organizations on all things talent and strategy.

Carl Christoferson
Christoferson is the Principal of Oregon Investments, a private investment company investing in and advising private companies since 2009. He has and continues to serve on various private company and non-profit boards of directors in addition to providing consulting services.
Prior to founding Oregon Investments, from 1985-2010 he was the Chief Financial Officer and an equity partner in Kuni Automotive, a large multi-state primarily luxury retail automobile dealership group. He continues to serve as the Trust Protector and Distribution Advisor for the Kuni family trusts.
Christoferson began his career after graduating from the University of Oregon working as a CPA for the Portland, Oregon office of Arthur Andersen & Co, which transitioned into KPMG. Though he is currently inactive in the National Association of Corporate Directors Mr. Christoferson holds NACD recognitions as a Board Leadership Fellow and a Governance Fellow. He was a Certified Public Accountant from 1983-2018, a Chartered Global Management Accountant and an Accredited Investment Fiduciary. Christoferson was the first named Oregon Business Journal CFO of the year for large private companies in 2007.

Kuni Foundation Board of Advisors. He has also served on athletic committees, coached youth sports and served in various other community activities.
Christoferson is fluent in German, enjoys active traveling with family and friends, skiing, bicycling, fishing, bird hunting, golf and other outdoor sports.

Carolyn Jones Christoferson
Carolyn Christoferson is a third generation Oregonian. She grew up in Portland, Oregon, and attended the University of Oregon where she received a Bachelor of Science degree in Elementary Education. She taught first grade in the Portland Public School system. Carolyn received a Master’s Degree in Education with a reading endorsement.
She became a Reading Specialist and focused on teaching first graders at risk for reading failure. In 1991 she met and married Carl Christoferson. They began their lives together and became parents to three daughters. After the birth of their third daughter Carolyn retired from teaching and devoted her life to volunteering in her daughter’s schools at all levels throughout their entire education.
She tutored students in reading, served on numerous committees, and chaired and planned countless events. She has volunteered with the Junior League of Portland, Emanuel Hospital, Ronald McDonald House, The Parry Center for At Risk Youth, Project Lemonade, an organization that provides clothing and school supplies for children in foster care, served meals for the homeless at the Portland Rescue Mission and taught Sunday School in her church.
She has also volunteered with the Salvation Army at the SAFES shelter and served on the Salvation Army Advisory Board in Portland with her husband. Carolyn has devoted her life to her family, supporting and encouraging others when they are troubled and volunteering and giving back to her community.

Jon Green
After graduate school, Jon joined the Deloitte family in 2007. He is a partner in the Pacific Southwest practice, and currently leads the firm’s Audit & Assurance business in the South Bay “neighborhood” of the greater Los Angeles area. In his leadership role, Jon focuses on cultivating relationships with executives and other complementary service providers across the South Bay and the greater Pacific Southwest, as well as leading other partners and directors in the practice as they look to grow their client bases. He also oversees teams delivering audit and accounting advisory solutions for clients across a wide variety of industries and stages of maturity, ranging from private venture-backed start-ups to multinational publicly traded companies.
Jon and his wife Mallory both graduated from Baylor University and currently attend Journey of Faith in Manhattan Beach, California. They actively work to instill in their own children, Elise (8), Max (5), and Bennett (1) the faith-based values they learned from their parents.
Jon and his family relocated to Los Angeles in 2018, and added Bennett to the family dynamic in 2019. In prior stops on his professional journey, which have included Dallas, the greater Tri-State area, and Las Vegas, he has previously contributed to a variety of community-focused endeavors, including as a member of the Young Philanthropists Society of the United Way of Southern Nevada, serving on the hospitality/greeting committee at Life Baptist Church in Las Vegas, and serving on the finance committee at Valley Ranch Baptist Church in Texas. Jon is energized by meeting new people and leveraging his influence and network to make a tangible, positive impact on the lives of others.

Dick Hagerty
Dick was born in Tacoma Washington but has lived the last 53 years in Stanislaus County. He continues to be active in the business world and spends considerable time on community and charitable boards and work with the poor.
After ten years in public accounting, he entered into the real estate development business in Central California, creating a variety of quality projects with an emphasis on single family lot development for builders. In his career he has developed some 10,000 residential lots.
He also has founded and is active in a number of other local businesses, acting as one of the principal owners, corporate officer and providing supervisory overview of administration. These entities include Modesto Steel Co. Inc. (48 years), Modesto Welding Products, Inc. (47 years), Great Valley Real Estate (12 years) and Windward Pacific Builders (10 years).
He has chaired a local seminary board in Modesto where he also taught church administration classes and he taught accounting and management courses at California State University Stanislaus for three years. He continues to present occasional lectures at the university and also conducts management seminars for various non-profit charities. He mentors extensively for the Salvation Army where he serves on the National Board.
Active in veterans’ advocacy having two years of honorable service aboard the U. S. Navy aircraft carrier USS Boxer.

Heather Hummelsheim
Heather Hummelsheim is the Senior Director, Communications + Engagement at Ross Stores, Inc., the nation’s largest off-price retail chain that offers customers a constant stream of high-quality department and specialty store brands at extraordinary savings (aka bargains) while providing an easy, fun and organized shopping experience. In her role, Heather leads a dynamic team in developing and executing comprehensive communication strategies that align with organizational goals.
Prior to joining Ross in 2022, Heather served as the Director of Executive Communications for The Americas at Marriott International where she developed and executed strategy for the Group President who has P&L responsibility for more than 6,000 hotels and a workforce over 160,000 employees. In addition, she counseled The Americas C-Suite team on strategic communication needs; including developing 2021 key messages to support rebuilding and recovery post-COVID. Heather previously held a variety of Corporate Communications roles at BAE Systems, Inc.
Heather currently resides in Stockton, CA, with her husband, Scott, their energetic three-year-old, August, and tiny but mighty dog, Mack.

Layla Kasha
Layla Kasha is the Chief Marketing Officer at Grocery Outlet, a high-growth, extreme value retailer of quality, name-brand consumables and fresh products sold through a network of independently operated stores. In her role, Kasha oversees the company’s overall brand strategy and communications across more than 400 stores nationally.
Prior to joining Grocery Outlet in 2017, Kasha served as the Director of Marketing and Advertising for Save Mart Supermarkets, overseeing program development and multichannel campaign integration. She has also held key leadership roles at Sprouts Farmers Markets and Cold Stone Creamery.
With 20 years of experience, Kasha has led four major rebrands and has played a pivotal role in two initial public offerings, including Grocery Outlet’s transition from a private company to a publicly traded company, when it joined Nasdaq in 2019. She also serves on the Forbes Communication Council and is on the board at the Stanislaus Family Justice Center and the Salvation Army USA Western Territory Board.
Kasha currently resides in Modesto, Calf., with her wonderful husband, Ryan.

Chad Sparks
Dr. Sparks received his undergraduate degree in Biology and Society from Cornell University in Ithaca, NY. He then received his Master of Science and medical doctorate at the University Of Hawaii John A. Burns School Of Medicine in Honolulu. More recently, he received a Master of Business Administration from UCLA.
After medical school, he served in the US Navy as a board-certified Internal Medicine physician for 7 years. His experience included oversight of in-patient and ambulatory care as the Chair of General Internal Medicine. While serving in this capacity, he was very involved as a physician leader for quality improvement and served on numerous hospital committees and as the Clinical Champion for several population health measures.
For the past 8 years, Dr. Sparks has been in managed care. He started as a Utilization Management Medical Director at UnitedHealthcare where he worked on the TRICARE West Region, which has 2.9 million beneficiaries. Currently, he the senior Medical Director leading the California Medicaid business for Anthem Blue Cross.
Finally, he has been an Assistant Professor of Medicine at both the Uniformed Services University of Health Sciences and the UCLA Geffen School of Medicine. He continues to be active in the Los Angeles community and served as the Chairman of the Board of Directors for the Harbor Community Medical Centers.

Jerre Stead
Jerre Stead is a visionary business leader with a long career leading high-tech and information companies—most recently at IHS Inc., a leading provider of critical information, insight and analytics worldwide.
Stead started his career with an entry position at Honeywell Corporation and went on to lead eight public companies over 38 years with an average annual return of 28 percent, landing him in the Guinness Book of Records for the best total returns during that period of time. Stead has served on 34 corporate boards and chaired 16 capital drives for nonprofit organizations during his career.
He co-chaired President Bill Clinton’s project to reinvent the government, and in 2013, was appointed by Colorado Gov. John Hickenlooper to oversee the state’s flood recovery efforts.
Yet Stead also has a history steeped in The Salvation Army as the great-great-nephew of W.T. Stead, a Victorian journalist best known for his part in the “Maiden Tribute” campaign that resulted in the raising of the age of consent in the United Kingdom to 16.

Mary Joy Stead
Mary Joy Stead has devoted her life to her family and to charitable and volunteer activities on behalf of a wide array of causes, including K-12 education, elderly services and church-based initiatives.
Currently she is a board member of Operation QT in Phoenix and OWL in Denver for after school programs for disadvantaged children.
She was named vice chair of the National Steering Committee for the “Good. Better. Best. Iowa” Campaign, which raised more than $1 billion to benefit people and programs throughout The University of Iowa. She currently serves on its Board of Directors and received a “Distinguished Friend of the University” award from their alumni association in 2008.
Stead is a member of PEO, a private pilot and Cirrus owner. With her husband, JerreStead, the Steads are members of Pinnacle Presbyterian Church in Scottsdale, Arizona, and she is a board member of the Pinnacle Theological Center.

Honorable Gaddi Vasquez
Until 2019, Gaddi H. Vasquez served as senior vice president of Government Affairs for Southern California Edison (SCE), one of the nation’s largest electric utilities, and its parent company, Edison International. He was responsible for government relations activities at the Federal and State level, as well as Local Public Affairs.
He is the descendant of a migrant working family and was the first in his family to earn a college degree. He began his 27 public service career as a police officer in the City of Orange, California and has served at city, county, state, and federal levels of government.
Prior to Edison International, he served as U.S. Ambassador and permanent representative to United Nations Agencies based in Rome, Italy. There he managed a U.S. multi-agency team responsible for oversight of U.N. Organizations.
From 2002-2006, Ambassador Vasquez served as Director of the United States Peace Corps where he led the international volunteer service organization with volunteers and staff serving in 78 countries. Vasquez has served on the President’s Commission on White House Fellowships and has been appointed by three California Governors to state boards and commissions.
He currently serves on the Boards of Directors of the Public Policy Institute of California, the International Republican Institute, Segerstrom Center for the Performing Arts, chairman of the Aspen Institute Latinos and Society, the board of trustees of Chapman University and most recently, the National Advisory Board of The Salvation Army.
Ambassador Vasquez has been awarded the Globe and Anchor Award by the Marine Corps Scholarship Fund and is the recipient of the Tree of Life Award by the Jewish National Fund. He has been named as one of the 100 Most Influential Hispanics in the United States by Hispanic Business Magazine on multiple occasions.
In 2014, he was awarded the Ellis Island Medal of Honor and in 2016, he received the Bill of Rights Award by the Constitutional Rights Foundation. He is the recipient of the William Booth Award by The Salvation Army as well as The Others Award. In 2019, the Pat Brown Institute awarded Ambassador Vasquez their Global Leadership Award.

Holly Wagner
Like most women, Holly wears many hats. Hers include - wife, mom, pastor, teacher, author and cancer survivor. She grew up in Venezuela, Indonesia and England and eventually moved to Los Angeles where she worked as an actress in films and television for over 10 years.
She and her husband Philip are senior founding pastors of Oasis Church– a growing, multi-cultural, multi-generational church they started in 1984 in Los Angeles.
Holly is passionate about seeing the Church be relevant to the culture surrounding it, and to see women become who God has designed them to become. She is the founder of She Rises and has hosted an annual conference which has been held at the iconic Dolby Theatre in Hollywood drawing women from around the country.
She travels all over the world teaching at conferences. She has written several books, using her humorous yet challenging style to encourage readers. Her newest is Find Your Brave, an honest look about navigating storms, and has been an encouragement to the thousands who have read it.
Holly has been featured on many TV shows including Dick Clark’s The Other Half, Berman and Berman, the 700 Club, The View, and is currently one of the hosts of TBN’s Better Together. Holly speaks at churches and conferences all over the world, and loves living out the adventure God has given her!
