The Salvation Army Family Intervention Services (FIS) provides residential, prevention, and outreach services to youth and their families on Hawai‘i Island and Maui. The mission of FIS, established in 1970, is to provide youth with skills for a healthy life, and instill purpose, hope and vision to youth and their families.
Prevention & Outreach
Community-based programs that reach youth and families before a crisis — through school-year and summer activities, mentoring, and connections to services.
Prevention Programs East Hawai‘i • Ages 9–21
In-school services provided throughout the school year, along with summer and intersession activities. Programs offer life-skill building, educational development, mentoring, family strengthening, community service learning, youth leadership training, and positive alternative activities, including Substance Abuse Prevention, Life Skills, and Cultural Activities.

Community Based Outreach & Case Advocacy CBO • Ages 10–21
Provides community-based outreach to identify at-risk youth engaged in negative behaviors and youth not formally connected to services. Connects and links youth and families to community resources, provides intake and risk assessments, family strengthening services, and positive alternative activities.

Residential & Crisis Services
For youth in crisis or referred through Family Court and the Hawai‘i Police Department (HPD) — from intake and short-term shelter through longer-term, gender-specific Safe House placement.
Big Island Juvenile Intake & Assessment Center BIJIAC • Ages 12–17
Provides intake and assessment services for youth ages 12–17 who are picked up by HPD for status offenses, non-violent criminal offenses, and youth taken into protective custody, with appropriate referrals to reduce recidivism.

Short-Term Emergency Shelter East & West Hawai‘i • Ages 12–17 • Up to 90 days
Provides a sanctuary to youth for up to 90 days. Youth learn life skills — communications, personal hygiene, and household skills — while socializing in a residential setting, with school attendance, behavior, and academics monitored, and transportation provided to school, appointments, and program activities within city limits.

Ke Kama Pono Boys Safe House West Hawai‘i • Ages 13–18
Serves Family Court–referred boys ages 13–18, increasing decision-making, independent, social and life skills through residential, recreation, and pro-social community-based services.

Kanehoalani Boys Safe House Maui • Ages 13–18
Serves Family Court–referred boys ages 13–18, offering individual, group and family counseling utilizing a cognitive behavioral approach to develop positive peer, family and community relationships.

Noho ‘Olu Girl’s Safe House East Hawai‘i • Ages 13–18
Serves Family Court–referred girls ages 13–18, providing on-site educational counseling and services to assist youth in developing positive peer, family and community relationships.

Transitional & Independent Living
For older youth and young adults building the skills, housing, and career footing needed to live independently.
Independent Living Skills Program Ages 12–26
Provides individual and group life-skill development, including home management, nutrition, personal finance, literacy, social competency, and career/employment exploration and readiness. Also offers transitional living services such as case management, housing, and post-secondary skill development toward education & employment.

Imua Kākou Young Adults • Ages 18–21
Addresses self-development, career and higher education, employment, housing benefits, scholarships, follow-up services, focus groups, and community service learning projects for young adults building toward independence.

Project TLP Ages 18–26
A Transitional Housing Program providing services to young adults who have currently or previously aged out of foster care. Services include locating and matching affordable housing, financial literacy and money-saving support, and housing program support for up to 6 months.
