Facing financial hardship and struggling to pay your rent or utility bills? The Salvation Army is here to help. We understand the stress and anxiety that financial difficulties can cause, and we’re committed to providing support to those in need in our community.

Our dedicated local team works closely with area individuals and families to assess their specific needs and connect them with appropriate resources. We offer a variety of assistance programs designed to help our neighbors find or maintain housing stability and avoid homelessness.

By providing timely financial assistance, we aim to alleviate the burden of overdue or unexpected utility, rent, and housing costs, allowing individuals and families to focus on other essential needs. Our goal is to enable people in our community to overcome financial crises and housing stability challenges to build a stronger future.

STEP 1: Clients must contact the Housing Crisis Hotline to start a referral. Please call 757-587-4202. If qualified, they will refer you to our office directly.

  • Rental program funds are used to pay one month’s rent to stop clients from being evicted from rental properties or to cover the first month’s rent for clients moving into a rental property.
  • Funds are available to Norfolk, Virginia Beach, and Chesapeake families. Portsmouth residents must contact our Portsmouth Corps (757) 393-2519.
  • Clients can apply once every two years (730 days).

  • All financial assistance programs are available as funding and scheduling permits. Clients must contact the Housing Resource Center at 757-587-4202 for a referral. If qualified, they will refer you to our office directly.
  • To be considered for utility assistance (Dominion/Virginia Natural Gas/HRSD/HRUBS/Virginia Public Utilities), you MUST live in Norfolk, VA Beach, or Chesapeake.
  • Portsmouth residents and Chesapeake residents in zip codes 23321/23323 must contact our Portsmouth Corps for assistance (757) 393-2519.
