The Challenge: Workforce Instability
The Salvation Army Tampa Area Command is currently facing critical workforce challenges that jeopardize our ability to deliver essential services to those experiencing homelessness.
Key Issues Identified:
High turnover & staff burnout
- Over 70% of homeless service agencies report severe turnover, impacting continuity of care (NAEH, 2023).
- Case managers often exceeded recommended caseload ratios, leading to emotional exhaustion.
- USICH recommends a 1:25 ratio, which we frequently surpass due to staffing shortages.
Lack of professional development & growth
- Limited access to trauma-informed training.
- Low compensation and unclear career advancement pathways.
Disruptions in service delivery
- Recruitment and retention issues directly impact client outcomes and housing placement success.
Our Response: Workforce Resilience Initiative
The Tampa Area Command proposes a structured, 6-month initiative to support and strengthen our case management team by addressing core workforce challenges.

By investing in the emotional, professional, and structural support of our staff, this project creates a more resilient team and a stronger pathway out of homelessness for the people we serve.
