The Challenge: Workforce Instability

The Salvation Army Tampa Area Command is currently facing critical workforce challenges that jeopardize our ability to deliver essential services to those experiencing homelessness.

Key Issues Identified:
High turnover & staff burnout
  • Over 70% of homeless service agencies report severe turnover, impacting continuity of care (NAEH, 2023).
  • Case managers often exceeded recommended caseload ratios, leading to emotional exhaustion.
  • USICH recommends a 1:25 ratio, which we frequently surpass due to staffing shortages.
Lack of professional development & growth
  • Limited access to trauma-informed training.
  • Low compensation and unclear career advancement pathways.
Disruptions in service delivery
  • Recruitment and retention issues directly impact client outcomes and housing placement success.

 

Our Response: Workforce Resilience Initiative

The Tampa Area Command proposes a structured, 6-month initiative to support and strengthen our case management team by addressing core workforce challenges.

At least 70% of participants will report lower stress levels.

Improved Retention

Case manager turnover projected to decrease by 15% within one year.

Training increases effectiveness and builds a more resilient, skilled team.

Funding Request: $50,000

Implementation Timeline: 6 months (April – October 2025)

The Workforce Resilience Initiative directly addresses one of the most pressing barriers to effective homeless services: burnout and turnover among case managers. By investing in the emotional, professional, and structural support of our staff, this project creates a more resilient team and a stronger pathway out of homelessness for the people we serve.
