Homelessness Services at Duluth Worship and Service Center

The Salvation Army is committed to providing long-term and temporary shelter and support to individuals and families in our community who are experiencing homelessness. Our local office offers a variety of programs and services designed to help people overcome homelessness and rebuild their lives.

Many communities have emergency homeless shelters to provide a safe and secure environment for unhoused individuals and families to stay while they seek stable housing. We offer essential services such as meals, clothing, and hygiene supplies. Our dedicated staff and volunteers are committed to creating a welcoming and supportive atmosphere.

Beyond emergency shelter, we also provide a range of programs to help area individuals and families transition out of homelessness. These may include case management, job training, and housing assistance. By providing comprehensive support, we help address the underlying contributors to housing insecurity so that individuals and families can achieve greater stability and build a brighter future.

How You Can Help

There are many ways to support The Salvation Army's local homelessness services:

  • Volunteer: Share your time and skills to help with different activities. You can serve meals, provide child care, or assist with office tasks.

FHPAP provides supportive services and financial assistance to households experiencing homelessness or households at risk of becoming homeless. Participants must have a steady income to be eligible.

  • Personal Budgeting Classes
  • Advocacy and referral to other resources as needed
  • Rent and utility assistance (if eligible)
  • Warrant resolution and other legal barrier assistance


(Because all of our housing programs participate in the St. Louis County Coordinated Entry System, in order to access our homeless housing services, you must contact 211 first to complete a pre-screen. For basic questions regarding our housing programs, please call our main number.)

FTH offers a fully furnished housing solution and intensive support services for homeless families with minor children. Participants pay 30% of their income, and there are no income requirements or length of sobriety requirements*. (*sobriety plan must be in place)

Plover Place provides permanent supportive housing for up to 24 single adults in Duluth, offering lasting stability for individuals transitioning from chronic homelessness. As a key component of the Stepping On Up initiative, the program pairs private living spaces with 24/7 staff support to help residents build stable, independent lives.
